CITATION:
The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Trumpeter Isaac Payne, United States Army, for extraordinary heroism on 26 April 1875, while serving with Indian Scouts, in action at Pecos River, Texas. With three other men, Trumpeter Payne participated in a charge against 25 hostiles while on a scouting patrol.
