CITATION:
By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Air Service) Frank M. Moore, United States Army Air Service, is cited (Posthumously) by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Second Lieutenant Moore distinguished himself by gallantry in action while serving with 88th Aero Squadron, American Expeditionary Forces, in action during the Oise-Aisne Offensive, France, while fighting an aerial rear guard action when attacked by the enemy.

Awarded the Distinguished Service Cross, Silver Star, and the French Croix de Guerre according to his WWI service record. Also in a newspaper article about the ceremony at the naming of Moore Air Field, Texas after the 2Lt Moore. The McAllen Monitor 3 Apr 1942.
