CITATION:
The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Major (Infantry) Isaac S. Ashburn, United States Army, for extraordinary heroism in action while serving with 358th Infantry Regiment, 90th Division, A.E.F., near Fey-en-Haye, France, during the attack on the St. Mihiel Salient, 12 September 1918.
After being practically paralyzed for more than an hour from a wound in the neck, Major Ashburn resumed command of his battalion and continued to lead it with exceptional daring and effect until he was incapacitated by a second wound two days later.

On 10 May 1919 awarded the French Legion d'Honneur (chevalier).

On 19 April 1919 awarded the French Croix de Guerre with palm.
